That's what ATB is like. If you don't have initiative, you're doomed.

There's an opinion (not mine, but Catherine's, though I almost agree) that the Initiative bar is inherently unbalanced... That's how it is...
Will the respected developers address this (balancing)? IMHO, they are more likely to draw more naked elves and decide that everything else doesn't matter to the players!

I agree that they move rarely, but is the value of any unit only in dealing damage? Do no other tactical thoughts come to mind? For example, holding out until the hero's next cast or shielding matrons from any enemies of size 2*2 ...
It's better to use scouts to take out the Matrons. And the Hydra can even block the Matrons themselves. Simply standing there and pressing "Defense" with the goal of holding out until the hero's turn won't work either. Because you've given up a weak unit, and then high-initiative units will attack for free until it's the Hydra's turn. And her stats are very weak. How can a Hydra counter a Druid? And in general, this is a problem for all melee monsters. On such a battlefield with ranged attacks, they are easily taken down.
