Can experts on the laws of Illia weigh in – is this person considered a violator for our quest?
I think so, but I also think that our main priority is to protect the Tear from the Inquisitors and other encroachers, and everything else is optional. Otherwise, we would technically have to detain traders, for example. That would be a rather strange role-playing scenario, like, "Oh, you told our fortune, so we'll let you go, you're useful to society! And you, you can only play cards? Well, off to the gallows."
- How profound... - Veserod nodded. It seemed that this curse, at the very least, had humbled the little man and shifted him from the path of passions to the path of understanding life. - But I meant something else. Many in your place wouldn't have been able to endure such a life. They might have tried to take their own life, or ended up in a situation that would resolve this dilemma on its own...
— I believe... Or rather, I have Hope that someday the situation will turn in my favor. Even if such an outcome is unlikely, it is still better than the certain end and oblivion that lie beyond suicide...

Otherwise, formally, we would have to detain merchants, for example. It would be a bit of a strange role-playing scenario, like, "Oh, you told our fortune, so we'll let you go, you're useful to society! And you, buddy, can only play cards? Well, off to the gallows."
Good role-playing, very realistic.

Well, yes, it falls under "violator"...
Let him ask for directions to the city and stop being annoying. 😎
Where do we go? Where do we end up when we save the world?
- She will never turn to you if you just keep sitting in the swamp... But, as you wish, - Veserod shrugged. - If you're not going to the city, then please leave this territory - specifically, this part of the territory near the city is under the surveillance of a huge number of guard patrols and mercenary thugs. Your story touched our hearts, so we will leave you in peace and let you contemplate, but other squads will not be so merciful - they will execute you on the spot or throw you into a dungeon for life. And that, as you understand, is already not even a swamp, but its bottom. He sighed and covered his eye with his palm. - And for God's sake - throw away that bag. You look like an executed man with it.
- I'd like to rip that thug's ears off, but he's rambling about curses, and the cat is even saying that he's an undead... Forget it... - Veserod explained this choice to his companions on their way to the crossroads. - I'm staying out of it... Let the Inquisition deal with him...

- Yo, - we call out to him, not raising our weapons in a demonstrative manner, but nevertheless being ready to blow his head off with a coordinated attack.
