Flying over the enemy should be possible, in theory. But you're missing another point — the fact that mounts have their own movement. Consequently, an archer can kite an enemy whose speed is less than the range (which is basically anyone without a double turn or a mount).
There's also another point, depending on when the mount's movement happens. If it's simultaneous with the character's, that even allows a melee fighter to kite some enemies by riding past them, and an archer to kite other archers.
