Yes, the maids and Amira have been there for a long time, and among the relatively new additions, there's only Danua and Cagliostro. Moreover, the latter is already present in almost every other element, except for fire. Oh, and there's also Halmal and Hallesina, if we're talking about seasonal characters. In water, for comparison, there's Lily, Lilili, Ingwei, Vamp, the dog, and the ubiquitous Cagliostro. Well, this is only if we look at the SSRs, because then the water list will be supplemented by Pengi, whose voice acting is so awful that only Hallesina can compare to it.

Here, the issue also lies in the gameplay mechanics; in many elements, these characters are simply unnecessary because there are enough other strong ones. And in Haven, it has become very problematic to assemble a strong team because something is always lacking, either DATA or strong charge attacks...
For example, I would like to use Jeanne and Rosamie, but then I need a tank.
