Why immediately "want" instead of "wish," "can," or "have the right"? The logic is simple: if the rules allow an organization to refuse a request, then it's still a request, not just a desire.
One doesn't interfere with the other at all. And the refusal is not related to whether you ask or want. How is your logic, do you confidently use this word?
I shouldn't ask for something that I shouldn't ask for. And this small detail is not a small detail at all.
