I disagree with this wording. In practically every tournament, there's a disclaimer regarding participation, stating that they may refuse. In any case, the word "please" is a generally accepted form of address that is still actively used in many organizations in Russia and is used in various forms, without any hidden meanings. In any case, when you "ask to be registered for a tournament," this word immediately implies that the organizer will perform certain actions: record it in a file, conduct a draw, and have the tournament judges resolve disputes during the tournament, etc. In general, this registration form can easily be replaced with "Please register me for the tournament," but honestly, is this really something worth discussing?)))
