You might be working through a proxy server or a local network...
For this, you should install Hamachi.

You must have absolutely identical versions and settings installed... this is WoG:(
Even if you downloaded it or got it from the same source and installed it identically, it doesn't guarantee that it will work...
Check everything, from the version to what you're installing it on, and what your internet connection is like...
Sometimes players with Platinum 4.0 don't connect on the first try....

Most likely, the game was downloaded/patched incorrectly.

I even did an experiment. I have version 3.58 installed on top of the official 3.5. I clicked on "Internet," then selected one of the three servers, and that's it. And even more so for TCP/IP. We've played it a million times.

Ask those who play to share the game. It doesn't need to be installed. Just copy it and play over the network in versions 3.5 or 3.58 without any problems.
