I am posting a draft version of the game rules for discussion.
Timeframes:----------------
1. Each turn is allocated 1 week. During this week, the national team must complete their match against the opposing national team in a BO3 series (best of three).
2. Priority (default) game times: Saturday and Sunday from 11 AM MSK. It is preferable that a started game session be finished on the same day. Please provide advance notice regarding the game time and which player will be playing (so that intro screens can be made).
3. By agreement with the opponent, other days and times may be arranged, but the organizer or one of the leads must be notified.
4. To achieve completion in a single day, 1-2 substitutions of playing players are allowed (for those unable to continue the game session on that day).
5. If the score in the series between national teams is 1:1, players who have already played previously are permitted for the third game of the series (repeat players from the first two games are allowed).
6. It is permitted to play 2-3 games simultaneously and in parallel, provided the organizer or leads are notified.
7. In case of a team's failure to appear for a game, the game is rescheduled to the next date (at the judges' discretion). For 2 failures to appear, either a technical defeat will be awarded, or the team may be removed from the tournament and replaced by another national team.
8. In the first two games, players who have already been involved in one of the games cannot be brought in as substitutes (exceptions may be made for small foreign teams of 2-3 players).
Game Start and Restarts:-----------------------
1. In the first game, the first national team in the pair chooses the template from the list, while the second national team chooses the color and is the first to pick castles.
In the second game, the second national team in the pair chooses the template, while the first national team chooses the color and picks castles first.
In the third game (if required or played simultaneously), a coin toss determines who picks the template first, and the loser chooses the color and picks castles first.
2. When choosing castles on regular templates, a random pair is generated (re-generation), followed by negotiation (on M200 templates, the game is played with random castles).
On mirrored templates, a random castle is generated.
3. The first national team on the list has the right to choose their hero first.
4. On regular templates, restarts are 112 (either 2 times - 111 or 1 time - 112), and on mirrored templates, restarts are 111.
5. A restart for a match is considered an encounter between players up to 117 inclusive (attack of a city or hero). The game must be replayed upon the request of one of the players (otherwise, the game will stand).
6. Technical restarts are granted without consuming the player's subjective restarts. A technical restart is possible in case of:
- a severe block near the castle that cannot be broken through without critical losses and cannot be bypassed
- lack of passage to one of the adjacent zones from the starting zone
- overall unplayability of the layout (determined at the discretion of the judges or leads).
Game Rules.----------------
0. All games are conducted exclusively on version Heroes 3. SoD + HD mod + Hwruless 1.40.
1. Enable the Hwruless 1.40 plugin (it adds a number of restrictions and expanded capabilities to the game).
2. Before starting the game, check all boxes (Mage Guild rebuild, library, object bans, etc.).
3. It is forbidden to bypass shifted passage guards and enter adjacent zones without breaking through the guard (unless there are computer players on the map or the map is mirrored).
4. It is forbidden to steal artifacts from under guards or visit objects. Resource stealing is permitted.
5. Red-rush is forbidden by default on all templates. The red player does not have the right to attack the blue player with new growth from their castles on the first day of the week.
6. In case of rule violations by one of the players, the following decisions may be made:
- If the violation is minor, the game may continue with a notification of the violation to both parties.
- If the violation is significant, the player must redo their turn (excluding the violation), or the player may be replaced and the turn redone, or a technical decision may be issued in favor of the opposing team.
7. In case a game drags on up to 2 months, a mandatory finale rule may be applied, or a decision may be rendered by judges based on players' achievements in the game.
8. If a player or their team is caught spying on the opponent's game or if there are spoilers (hints, including in chat), or if a player behaves suspiciously on the map and in battle with the opponent, tournament judges reserve the right to remove/replace the player or the entire team, award a technical defeat, or order a replay of the match at their discretion.

Player Requirements.---------------------
1. Adhere to game deadlines and game rules.
2. Hold citizenship of their country, reside in it, or have one parent from that country.
3. During the game, it is mandatory to stream the game on Twitch (with the broadcast archiving option enabled) or Youtube. Alternatively, screen sharing via TeamViewer, Skype, Join.me, ScreenTask, or other services and programs can be provided.
4. Either before the game or in advance, photos of players may be submitted (if possible) for intro screens along with the following information: age, gender, nickname, years playing Heroes, achievements.
All questions regarding national teams should be handled by captains and their deputies: calling a player to the team, communicating with all players, resolving technical issues, player substitutions, communication with opposing teams, and similar cases.
We will separately create a description of the restrictions imposed by the hwruless plugin. We will also make an English version. Next week we plan to open the tournament thread and begin preparing the teams for the start. The initial pool of templates is still under development.
