The thing is, only one dragon has a ton of cards, making discard more than just a way to cycle through cards for shadows.

I understand the point is to prevent you from getting a million Fangblades and Leonidas at the beginning of the game, which would disrupt the flow. Of course, this amulet won't be as useful later on.
