Approximately 1.05% for a legendary, according to what I just found online. About 4.3 for an epic, 24 for a rare, and the rest are common.

Probably a statistical error, and in reality, the developers set it to 1%, otherwise, it's a strange number. It's a small percentage, though.
Ah, 1% for each card to be a legendary? Then it's not that bad, although it can be better.
