Voting for the location of the CIS-2107 tournament.

If you get sick and don't check HeroesWorld for 2-3 days, you come back and see that you all just can't calm down and have already flooded the place beyond measure.
Okay, getting to the point: I'm fine with the points system (with a small discrepancy like Merlin getting 7 Dimension Door and a no-name getting 20 times less — the coefficients need tweaking, but I think Kostya will make the right decision).
Here's my thought: those who will go to the CIS event regardless (DD, Oxi, Merlin, me, and probably a few others) should vote on the "will go regardless" option, because that's fair. I understand there's a desire to push for a particular city, but for a single city vote (in my opinion), only people who would go to that city exclusively should vote (for example, LeBron who will only go to Ekb, or Lizard who will only go to Volgograd).
Why is all this needed: with this voting system, we can determine which city will gather the maximum quorum of participants, and that's one of the most important factors.
