Could create a model based on the Twilight Witch/Shadow Mistress/Night Queen, but remove the whip, add a skirt (perhaps borrow one from the Liches), add green smoke at the bottom, shorten the ears, make the skin texture gray-green (like undead), and change the face texture to that of a Death Knight/Banshee.
