Without a detailed study of the laws, I can't say anything for sure. Except perhaps that if the law didn't "even formally" protect a peasant, it probably applied to anyone (except perhaps members of the imperial family), meaning that such a crime wasn't предусмотрено in the law. But again, I don't know. As far as I can quickly scan the documents, the laws in the Russian Empire were very complex and had a cumulative effect (or is this collection of laws structured this way?). In general, I won't be able to sort through tens of thousands of laws in chronological order. Although, on the other hand, there's always the issue of compliance with the laws.
