And isn't the number of "targeted" units a factor? Like, if you repeatedly attack with a ballista and titans, one of the units will definitely lose a creature, but the other might not, unless you only use the ballista, in which case it might not kill anything... Although the explanation above seems more plausible.
Overall, it's a rather interesting mechanic.
