Hmm, that's an interesting question... My first thought is that it's related to hitchhikers. But it's unlikely that the laws in the US are so strict that they force everyone to pick up hitchhikers if they don't have passengers. Secondly, a similar thought – the police can confiscate a vehicle for their own needs. But again, I don't think the probability is so high that Americans would even take precautions against it. Maybe you could hang a sign on the back that says "Caution, child," huh? ) Okay, so, most of the time, drivers use various artificial devices when they need to trick cameras. There are all sorts of license plates that rotate around their axis, and so on. Perhaps this is also one of those. But it's unlikely that the cameras are programmed not to fine drivers with passengers. But they are definitely programmed to photograph them... Sesame, is this photo accidentally mirrored? Is that a left-hand drive car in the picture?
