This needs to be done when connecting to the internet, and it will be implemented soon.

Actually, it already is, as far as I understand.
The point is that, according to the adopted/soon-to-be-adopted laws, any free Wi-Fi hotspot must require users to provide their phone numbers. The phone number is, of course, linked to their passport.
And our home IP address is also clearly linked to something.
So... But I might be mistaken.
