and what benefit would such a buff give to the Rajahs?

Many of these are reasonable points, but here... Against a human player, I would personally choose the Rajahs. AoE abilities against human players don't always have consistent effectiveness, and a retaliatory attack is always useful. Although, on the other hand, the Kshatriyas have a very good AoE, better than many others... But still, I would choose the Rajahs. Am I wrong?
