The first map, and you level up like crazy. The next maps, even at the beginning of the game, when I only have 1 hero. My army's level is through the roof (in the Thieves' Guild). And I just wander around and clear the map.
I haven't had that happen in a long time... I'm even starting to miss it, I'd like to clear something too :) But all I do is try to figure out how to avoid getting ambushed around a corner :(
