Somehow, a second deadly unit with 25% of its hit points remaining (1/2/2) doesn't seem very convincing compared to the attacks of other full stacks. However, if you have a stack of cyclops running, dealing damage to a large number of troops, boosting morale, and then moving in and attacking twice in a row, dealing damage to the same number of troops again, that picture is truly impressive and effective at the same time. Moreover, the chance of this happening is much higher. Or a stack of trained horses that, due to morale and inspiration, destroys two stacks at once, instead of dealing minor damage.
In general, it's hard to imagine a situation where a small stack of ranged units has a place in the main army, because two level 2 casters (like some monks) perform as a stack much more consistently and effectively.
