If the Heroes Editor wasn't working properly for you, try changing the language to English in the Heroes Editor window (so you can type in English in the text field). After that, it started working normally for me.

There are also some subtleties that I think are important:

1. The name of the Heroes window must match what is specified in the corresponding field when opening the Heroes Editor. For me, it's "Heroes of Might and Magic III," but it could be different...

2. When selecting a hero, make sure that their portrait is visible on the left (sometimes there is an empty window with a gray background); you can specify several heroes at once who are needed for hiring...

3. And the save must definitely be made at the moment when there is enough gold and there is free space in the city to summon the hero... Sometimes the save is made a little earlier (for example, a hero is in the city), then the hero is taken out of the city, and the Heroes Editor is launched... In this case, after the first round, it freezes.
