After your comment, I thought the installer was inside, but no, it's just a regular Zip archive containing h5m files. So, I believe the problem lies in your security settings. What's blocking the download? And does this happen with other maps in this section?
Although, I see that uploading was working fine for you... I'm not sure, maybe the author can provide some insight.
