Yeah... But in that theory, there wasn't anything particularly bad, except for the terrible inconvenience and the lack of a clear explanation for such orbits. But it worked.
To build a new theory, you first need to make sure it explains the facts known at the moment (described by the old theory), plus explains the facts that are known but go beyond the scope of the existing theory.
