You need to go into the shortcut properties and set "run as administrator." To be more precise, this is one of the methods I usually use. And you can also adjust compatibility settings there.

The game continues to fail to load all saves from the same map.

Usually, problems with loading saves are related to the fact that mods/patches were deleted/installed in the game after the save was created. Moreover, some maps are also mods, and it's best not to modify them.
