Is diplomacy necessary?

Hello everyone.

While playing WOG, I encountered a problem – Expert Diplomacy becomes completely unnecessary, whether with the Ring, Medal, and Ribbon, or without. This wasn't the case in version 3; my Necromancer, with all this equipment, could gather 50% of the wandering monsters (for their quick demise, of course:D).

Is my observation actually correct, or is there a different way to use this diplomacy, and does it manifest differently in WOG?

Your observation is not entirely correct.

In reality, everything depends on the map itself (and even more on the initial save generated on the map!!!). That is, the map developer can assign loyalty to each monster! And if you have diplomacy, the percentage of joining such a monster (loyal to joining) will be much higher with Expert Diplomacy than without it!
