It would be better if you answered where it says that any citizen (of course, a sane and competent one) can purchase a handgun. I see that it applies to long-barreled weapons.

Citizens of the Russian Federation have the right to acquire gas pistols, revolvers, signaling weapons, and cold bladed weapons intended for wearing with national costumes of the peoples of the Russian Federation or Cossack uniforms, based on a license to acquire weapons, with subsequent registration of the weapon within two weeks at the internal affairs authorities at their place of residence.
