A general Mafia-style newspaper: sharing experiences between forums.

So, am I understanding correctly that the idea is to create a website that displays information about Mafia games on different forums? Including topics, features, the start of player recruitment, and so on? Or is the idea to create a special Mafia website that will host the games itself and recruit players from existing places? I just don't understand what a "general Mafia newspaper" is, to be honest.
