What's the difficulty level? Are there any issues before updating to 3.1?

I've read a lot of forums and don't want to update because my copy isn't entirely legitimate, let's just say. And your scenario is playing without any bugs on my 3.0; I just didn't understand one thing, in the list of tasks, "capture a city," what does that refer to? If I understood correctly from what I read from other players above, it requires collecting a dragon artifact set, if I'm not mistaken?
P.S. I currently have 4 cities and am conducting a blitzkrieg in 2 directions.
