I don't like this issue about the ocean. Charging people money to study things that have no significance in the development of current technologies or ways to solve various problems (for example, medicine) is not my thing.

You are actually thinking about it the wrong way. Of course, for a weak and poor country, spending money on this is only harmful, but for a strong economy, it is extremely useful. Think about what these funds will be used for: to improve submarines (and how can you study various deep-sea creatures without deep-sea equipment?), to train people, to gain some knowledge that can then be used in completely different areas. That's how it works! You invest money in something that seems like nonsense, like space exploration, and you get a new technological breakthrough that would not have been developed in any other way.
