Actually, I don't think that every town necessarily needs a Mage. Support is probably essential. But the support role can be taken on by a creature of any role, even a ranged attacker or a melee fighter... The main thing is to play it strategically.
However, the support role might not be very suitable for highly mobile melee fighters and flying units.
