Appeals Committee. Disputed situations in tournaments.

Did someone just randomly decide to punish you with a replay because of cucumbers? How can you punish someone (with a replay) for not breaking any rules, but simply acting within the rules that were in place at the time of the game?
I understand that it's frustrating, and I agree that using the Admiral's Hat is a bug that should be banned. But as was correctly pointed out, many people knew about it and used it; will you punish them too? That would be logical.
This is complete absurdity.
