As funny as it sounds, in this case – yes. In our world, such things are prohibited because there is the UN, whose jurisdiction extends to all countries. And also international treaties. In the case of the Steelmen, none of this will exist.
2) And I'm not arguing, any issue is best resolved peacefully. Join the council, comply with resolutions, and so on. You see, I'm considering extreme cases (that's why I'm paying close attention to your points in the regulations regarding military aggression).
That's also true, but I'm considering all cases, not just extreme ones. The general case is somehow more interesting and closer to reality, and it also provides clearer examples for my purposes.
