Actually, things could have been simpler. If other countries had reacted appropriately to all of this (as many real-world countries would have), and simply dismissed it with a wave of the hand in that first instance, Roger wouldn't have had to (additionally) humiliate the Shampignons now. But here's a hint: it's not too late. It's clear that the new Security Council contains all the elements of the old one, plus everything it was missing.
