Honestly, Ment, seriously, come join our alliance of normal capitalists. I'll push through some resolution, put in a good word for you, and you'll join COSAP and AFTU. And no, I'm not suggesting this because Quasardastan can't be a member of two organizations and so on, but rather I'm hinting that if you've stopped playing the fool and acting like a drug addict, you could quite possibly improve the other states' opinion of the Mushrooms in this way.

The situation is very simple. There are many political forces. This protest and various alliances are mainly prepared by Roger himself, a rather reasonable, albeit eccentric, man. Plus, he's not particularly concerned about the prestige of the Mushrooms; it can't get any worse.
Decisions are mainly made by the parliament, and the situation there is different; there are fools and drug addicts.
Corporations exert pressure on the parliament. Things are different there too.
And in fact, all of this is currently in a state of intense political struggle, and we'll see what it leads to.

UN1: We prohibit the use of chemical weapons!
UN2: And we allow it!
Are we starting to understand a little bit?

It's impossible to allow something; you can only prohibit it. Because everything that isn't prohibited is obviously allowed, and treaties are only concluded in this way. If UN1 prohibits it, then all its members cannot have it. But the irony is that in our case, UN1 prohibits its members from having chemical weapons, and suddenly all sorts of Steelmen start acquiring them and don't care about UN1; it didn't prohibit it for them. As a result, UN1 simply weakened its members and exposed them to the threat from the Steelmen, who have chemical weapons.
