The topic mentioned that this bug exists. We need to wait for the next version to be released (it will be fixed there). It happens when someone loses heroes and then hires new ones.

I've had this happen sometimes without NHF. I think you have another mod installed.
If a map is started with a mod and then continued without the mod, the bug may persist.
