You can come up with as many fully-fledged factions as you like (although after 20, it becomes quite difficult)! The main thing is to make each faction very balanced!
Otherwise, someone might not like the characteristics of their nation and declare a jihad on the developers. In Civ4, they even made all religions absolutely identical for the sake of political correctness.
Well, the Greeks haven't declared anything on anyone, and neither have the Europeans, even though their folklore is in every other game.;) :D
About the identical religions in Civ - it's bad. Why choose then?:rolleyes: :smile01: :confused:
