I don't get why they went overboard? Everything is actually correct. Initiative (not speed) — correct, as the saying goes "a wolf's legs feed him." Pack attack — correct, a single wolf is only capable of mauling a hare, but as a pack they can maul any elk. It's the same in the game: one wolf isn't some god-tier fighter, but as a pack — they'll maul anyone. Where is the overkill?

I agree with that, and in general it's a bit unclear to me why phoenixes are more dangerous than Emerald Dragons, for example...
Well, at least because of their fire shield and rebirth, not to mention initiative and speed.
