It seems that the Vista version of DirectX 10 doesn't have full backward compatibility with DirectX 9c; I hadn't noticed this issue with previous DirectX versions... The problem was resolved by simply installing DirectX 9c from the standard distribution over DirectX 10. This didn't affect the functionality of Vista itself, and version 2.1 started running.
