Don't check the box when setting up games with Citadel/Castle/Inferno/Swamp/Conflux = you'll either add problems or show love for randomness (and it's usually these same people who complain the loudest that not enough Hives were generated or not enough stacks were given).

It's strange that the Tower with its relatively expensive Rampart and Necropolis aren't included in the list. Level 2 is needed for all cities to build, except for the Castle and Rampart, and the cost of level 2 for each city is different. Spending 1k on Harpies or 1k + 10 wood and 5 stone on Wolves makes a big difference at the start.
