Arnold sets the timer to a very short duration, just enough for him to get away. The bomb is placed closer to the edge of the building (so that the blast wave primarily destroys the outer wall of several floors, including the laboratories), but not right at the edge, so that the blast wave doesn't simply dissipate into the air. The rebel immediately activates the teleporter and leaves through the window as far as possible from the epicenter of the explosion, preferably to the other side of the building (and if possible, even further). If there is an opportunity to move to another building so that it is possible to return later, this is done.
