They didn't find the captain where they expected to: in the governor's palace. However, the lone guard left there directed them west, and there, near a wooden palisade pompously called a fortress wall, they found the captain. The governor, both orcs from the ship, and the priest were also there. Rutin and Celestino managed to join them along the way.
The governor was giving instructions to the soldiers, probably telling Urthang something:
