In the map editor, go to the "tools" tab => "map specification" => "commands" tab. (Ataman)

It is possible to change the cities on an existing map, but it is easier to create a random map using the in-game generator (multiplayer game -> local network -> create a map). When generating, check the "random cities" box. Or select cities from the list for each player separately.
