Give judges avatars for each tournament they officiate. Seriously. No judges, no tournament. There should be a minimum incentive for judging, and a record of tournaments could also serve as one – when, which tournament was held. For running a "Sea" tournament, an order could be awarded without hesitation.
I can't understand one thing – in the adjacent section about the third game, they somehow play with strict deadlines, judges monitor their compliance, and the question of awarding orders doesn't arise. In the fifth game, it somehow seems like something extraordinary, something worthy of a Nobel Prize.
