I agree with you too; I meant that if we can create a sharp contrast between upgrades based on, for example, initiative and HP, then, for example, it wouldn't be worth making the difference in attack/defense, for example, 20, but something like this could work.
In your example, there isn't a sharp contrast; it's only +15-20%.

I understand that the Orcs didn't appeal because they don't have a dragon. But in my opinion, the original models are better than recolored duplicates. Plus, let's be realistic: it's unlikely that a new city can be created; for starters, at least the already started one should be completed.
