The flood doesn't happen immediately; the algorithm for gaining power and its consequences was developed several hundred years ago. It involves making many promises, bribing many people, and after coming to power, populist attempts are made in the first six months to a year to do at least something from what was promised. After that, it depends on what happens, i.e., it's all for their own pockets and those of their investors. Before the next election, the cycle repeats, and the essence of further political success lies in finding a golden mean between the greed of power and the ability/willingness of the people to tolerate the objective reality of everyday life.
