Resources - Changing the hiring cost of creatures.

I don't want to argue, but you know that's not entirely true. What about the 7th-tier troops? If they require resources, what's the point?

1-2 gems for a dragon is purely symbolic (gems and dragons are used as examples). The resources that make up the cost of the building for dragons are much more significant.
