In player cities with a Fortress, a level 2 dwelling is built by default with a 30% probability. This does not depend on the faction or any other factors.

There is also something like the "law of perversity." When you need this level 2 dwelling, it won't appear; when you don't need it, the 30% chance works perfectly.
