That's an interesting idea. There are two possibilities here. Either it's embedded in the executable file, or this setting exists in the music description file (which is an XDB file). In the second case, if the setting isn't immediately obvious, you need to compare it with the tracks that tend to be interrupted and then resume (any track for traveling through the environment; they are interrupted during the transition to a town, if my memory serves me correctly).
But in general, I should add a comment: the tracks for the towns in Heroes of Might and Magic V were originally designed to be played from the beginning, unlike in Heroes of Might and Magic III, where most of them are more expressive and simply won't sound good if played from the middle. Unless you replace them with different music...
