It seems to me that there should be no lower limit. Only an upper one makes sense. A small number of players will lower the clan's rating, which will provide an incentive to increase membership. If one player plays (for the first place) — the rating is still calculated; if two play (for third) — we calculate it as well... In my view, there are no problems here. Otherwise, we'll have a funny situation where one clan gets its rating recalculated based on tournament results, while another does not (due to lack of quorum). All the mathematics will fall apart and the rating will lose its meaning...
By the way, how exactly will results be accounted for from one tournament to another? After all, all discussions so far have been centered around calculating the tournament rating for a clan (within a specific tournament). But what happens to this rating afterward? Will it be summed or averaged? This will determine how to view your proposal regarding the number of players.
