--Basically, these are two wanderers named Karid and Pachos. They are historians who got involved in politics and decided that wanderers needed to create their own state. They approached the government of the Dascalos, provided them with some grounds and promises, and they agreed, demanding only a modest sum for the land, considering state-level measures. They used the remaining money (and humanoids are wealthy) to promote their idea. And they succeeded.
