So, what has changed after the introduction of this "prevention measure"? Are there fewer instances of uncivilized behavior? I doubt it. Are there fewer alcoholics? I don't think so. All of this is useless because the root of the problem isn't alcohol, but the people themselves.

Uncivilized behavior has definitely decreased. Don't forget that in a certain state, almost everyone turns into an uncivilized person, and when you go for another drink and they don't sell it to you, you're initially unhappy, but then you end up thanking them because that extra drink is usually unnecessary. :)
